Written, Taught, and Assessed Curriculum: How They Work Together

A school can have an excellent curriculum document, experienced teachers, and carefully designed exams-and still have a problem.

Why? Because those three things may not actually match.

Imagine a curriculum says students should learn how to analyze historical evidence. In class, however, most lessons focus on memorizing dates. Then the final exam mainly asks students to recall names and events.

Students may perform well on the test, but are they learning what the curriculum originally intended?

This is where the idea of Written, Taught, and Assessed Curriculum becomes important.

These three dimensions describe what education plans for students to learn, what teachers actually teach in classrooms, and what schools eventually measure through assessment. When they are closely aligned, students receive a more coherent learning experience.

When they are disconnected, important learning goals can easily disappear somewhere between the curriculum document, the classroom, and the exam.

Understanding these differences can help teachers, curriculum designers, and school leaders create stronger educational programs.

What Is the Written Curriculum?

The written curriculum is the official plan for learning.

It usually includes learning standards, objectives, subject content, competencies, recommended sequences, and sometimes suggested teaching activities or assessment expectations.

In simple terms, it answers:

What are students supposed to learn?

For example, a Grade 7 science curriculm might state that students should be able to explain relationships within ecosystems, analyze environmental changes, and use evidence to support scientific conclusions.

Those expectations create a roadmap for teachers.

The written curriculum may exist at several levels. Governments can establish national or regional standards, school systems may develop curriculum frameworks, and individual departments may create more detailed units and lesson sequences.

UNESCO describes curriculum alignment as connecting intended learning outcomes, instructional activities, and assessment so that these components support the same educational goals.

The written curriculum therefore provides direction—but writing an objective does not guarantee that students will actually experience it.

That depends on the taught curriculum.

What Is the Taught Curriculum?

The taught curriculum is what actually happens in the classroom.

Teachers interpret curriculum documents and turn them into lessons, discussions, demonstrations, activities, assignments, projects, and learning experiences.

This distinction matters because no curriculum document teaches itself.

Suppose the written curriculum includes ten major learning goals. A teacher may spend considerable time on seven of them, briefly mention two, and never reach the final one because the semester ends.

The taught curriculum is therefore shaped by real classroom conditions.

Available time, student readiness, resources, teacher expertise, school priorities, interruptions, and even class size can affect what receives attention.

Research on curriculum alignment commonly distinguishes the written curriculum from what teachers actually deliver.

This does not mean teachers should mechanically follow a curriculum page by page.

Good teachers adapt instruction.

The important question is whether those adaptations still support the intended learning outcomes.

What Is the Assessed Curriculum?

The assessed curriculum is the knowledge and skills that assessments actually measure.

Assessments can include quizzes, examinations, essays, projects, laboratory tasks, presentations, performance assessments, classroom questioning, and other methods of gathering evidence about student learning.

In other words, it asks:

What learning are we actually checking?

Suppose students are expected to develop persuasive writing skills.

If the final assesment only uses multiple-choice questions about grammar rules, there is a mismatch. Students may know grammatical terminology while never demonstrating whether they can construct a persuasive argument.

Assessment strongly influences learning because students quickly notice what matters for grades.

If teachers repeatedly say critical thinking is important but exams mostly reward memorization, students have a rational reason to focus on memorizing.

The Center on Standards and Assessments Implementation describes assessments as tools for gathering evidence about student learning and notes that they may include summative, benchmark, interim, and formative approaches.

A strong assessed curriculum therefore measures the abilities that the curriculum claims to value.

How the Three Curricula Connect

The written, taught, and assessed curriculum can be imagined as three overlapping circles.

Ideally, most of those circles overlap.

The written curriculum says students should analyze data.

Teachers give students repeated opportunities to analyze real data.

Assessments then require students to demonstrate that same analytical skill.

That is curriculum alignment.

The OECD describes educational alignment as coherence among standards, curricula, and assessments. It argues that when these components are poorly aligned, drawing valid conclusions about learning and improving schools becomes much more difficult.

The same principle works at classroom level.

Consider this learning objective:

“Students will compare multiple explanations for the causes of World War I and support a conclusion with evidence.”

A well-aligned teacher might introduce several historical interpretations, guide students through source analysis, organize discussion, and ask learners to build evidence-based arguments.

The assessment could then require a short essay comparing explanations.

The objective, instruction, and assessment are all asking students to perform roughly the same level of thinking.

What Happens When Curriculum Is Misaligned?

Misalignment happens when one part of the system emphasizes something the others do not.

A common example is teaching more content than is included in the official curriculum simply because it has traditionally been taught.

Another occurs when important written objectives receive little classroom time.

Assessment can create an even more obvious mismatch.

Imagine the written curriculum emphasizes problem-solving, creativity, and application, while the examination mainly tests factual recall.

Teachers may gradually begin teaching toward the test.

Eventually, the assessed curriculum starts influencing the taught curriculum more strongly than the written curriculum does.

This is one reason alignment matters.

A study of reading education in the Philippines, for example, reported generally low alignment among the written, assessed, and delivered curriculum and found that some outcomes contained in curriculum guides had not been sufficiently taught and assessed.

Misalignment does not necessarily mean teachers are doing a poor job. It can reveal structural problems involving unrealistic curriculum coverage, limited time, inadequate resources, or assessments that do not reflect intended outcomes.

Content Alignment Is Not Enough

Curriculum alignment is not simply about covering the same topic.

The level of thinking should also match.

Consider a curriculum objective that asks students to “evaluate the reliability of different information sources.”

A teacher might technically cover source reliability by giving a lecture about trustworthy websites.

But if students are never asked to compare sources themselves, the taught curriculum does not fully match the cognitive demand of the objective.

The same issue appears in assessment.

A test question asking students to define “source credibility” measures recall, not evaluation.

Research on alignment has examined dimensions such as content coverage and depth of knowledge.

Norman Webb’s influential alignment framework, for example, considers factors including categorical concurrence, depth-of-knowledge consistency, range of knowledge, and balance of representation.

So teachers should ask two questions:

Are we teaching the right content?

And are students thinking about that content at the intended level?

Both matter.

Why Curriculum Alignment Matters for Students

Alignment makes learning expectations clearer and more coherent.

Students should not spend weeks practicing one kind of thinking only to encounter a completely different expectation on the final assessment.

When curriculum, instruction, and assessment point in the same direction, students have a better opportunity to develop the intended knowledge and skills.

Alignment can support fairness as well.

If different classrooms supposedly follow the same curriculum but students receive dramatically different opportunities to learn what will later be assessed, their results become harder to interpret.

That does not mean every teacher needs identical lessons.

Teachers can use different examples, activities, explanations, and strategies while still working toward consistant learning outcomes.

The goal is coherence, not uniformity.

How Teachers Can Improve Curriculum Alignment

Alignment begins with learning goals rather than activities.

Before planning a lesson, teachers can identify exactly what students should know or be able to do.

Next, they can ask whether classroom activities actually give learners opportunities to practise those abilities.

Finally, assessment should collect evidence of the same intended learning.

For example, if the objective requires students to design an experiment, simply asking them to define scientific terms is not enough. At some point, they need to design—or meaningfully plan—an experiment.

Teachers can also compare assessments with curriculum documents before teaching a unit.

This helps reveal mismatches early rather than discovering them after the exam.

Collaboration is useful too.

Teachers working at the same grade level can compare what they teach, how deeply they cover concepts, and what their assessments measure.

UNESCO distinguishes this kind of horizontal alignment from vertical alignment across grade levels and instructional alignment among objectives, teaching, and assessment.

Alignment should therefore be treated as an ongoing process rather than a one-time paperwork exercise.

Alignment Does Not Mean Teaching to the Test

Curriculum alignment is sometimes confused with teaching to the test.

They are not the same thing.

Teaching to the test usually means narrowing instruction primarily around questions or content expected on an examination.

Good alignment works in the opposite direction.

The assessment should represent the important goals of the curriculum rather than causing the curriculum to shrink around the test.

If collaboration, research, communication, reasoning, and problem-solving are genuine curriculum goals, assessments should find meaningful ways to evaluate those abilities.

A major review of alignment research notes that examining relationships among standards, instruction, and assessment can help educators understand assessment results and strengthen educational practice.

The purpose is not to make every lesson resemble an exam.

It is to ensure that what schools say matters, what teachers actually teach, and what students are asked to demonstrate do not contradict one another.

The Written, Taught, and Assessed Curriculum represents three different but closely connected parts of education.

The written curriculum defines intended learning. The taught curriculum reflects what students actually experience in classrooms, while the assessed curriculum reveals what schools ultimately measure.

Problems appear when those three components move in different directions.

Strong curriculum alignment does not require identical lessons or rigid teaching. Instead, it creates a clear connection between learning goals, classroom experiences, and evidence of student achievement.

For teachers and school leaders, a useful starting point is simple: choose one unit and compare its objectives, lessons, and assessments side by side.

Ask whether they measure the same knowledge and level of thinking. If they do not, improving that alginment may be one of the most practical ways to strengthen student learning.
